Washington’s Legislative Battle Holds Key to Coinbase’s Future Revenue

A significant political conflict is unfolding in Washington, with the potential to fundamentally shape the revenue streams of the cryptocurrency industry. The debate centers on proposed legislation known as the CLARITY Act and a critical provision regarding whether platforms can offer interest on stablecoin holdings. As traditional banks voice concerns over potential deposit flight, Coinbase has gained a notable political ally from the highest levels of government.

Financial Stakes and Market Context

Beyond the political arena, Coinbase is currently benefiting from a broad recovery in the digital asset market, fueled by sustained multi-billion dollar inflows into U.S. spot Bitcoin ETFs. The company’s financial performance presents a mixed picture. For the full year 2025, annual revenue increased by nine percent to $7.2 billion. However, the fourth quarter concluded with a net loss of nearly $667 million. On the stock market, shares are currently trading at 177.82 Euros, reflecting a decline of almost 12 percent since the start of the year.

The outcome of the legislative process is crucial for the exchange. In the third quarter of 2025, revenue associated with stablecoins accounted for almost 20 percent of Coinbase’s total income. A portion of this business model relies on the issuer of the USDC token sharing a percentage of the interest earned from its reserve holdings with the platform.

Banking Industry Opposition and a Presidential Endorsement

Traditional financial institutions view this yield-generating capability as a direct threat to their core business. Major bank representatives cite a U.S. Treasury Department study suggesting the banking sector could lose up to $6.6 trillion in deposits if interest-bearing stablecoins achieve widespread adoption. Consequently, the American Bankers Association is vigorously blocking a White House-proposed compromise on crypto legislation.

Amid this stalemate, President Donald Trump has positioned himself as a clear supporter of the crypto industry. Following a private meeting with Coinbase CEO Brian Armstrong in early March, Trump publicly criticized banks for undermining new digital asset laws. This high-level political backing recently triggered a sharp upward move in the company’s share price.

A Narrowing Timeline for Resolution

Time is running short for a legislative solution. With midterm elections scheduled for 2026, the window for passing major bills in the Senate is expected to close by the end of July, as the impending campaign season makes bipartisan agreements increasingly difficult.

The decisive moment for Coinbase stock will likely come before the month is out. The Senate Banking Committee has scheduled a meeting to advance the CLARITY Act. Should lawmakers pass the bill, including its provisions on yield, stablecoin providers would receive the legal foundation to compete directly with traditional savings products. If the effort fails, the clarification of this central revenue issue would be deferred indefinitely, left to the discretion of regulatory agencies.
