Arafura Rare Earths: A Fully-Funded Mine, a Falling Share Price, and the September Test That Could Change Both

The disconnect between Arafura Rare Earths’ balance sheet and its share price has rarely been starker. On Monday, the stock slid 6.52 percent to EUR 0.1075 — this just weeks after the company confirmed a liquidity position of AUD 723 million in term deposits and cash as of June 30, up sharply from AUD 561 million at the end of the prior quarter. The cash pile now roughly equals the company’s entire market capitalization, a fact that did little to stem the selling.

Deep in Oversold Territory

The latest decline has pushed the stock 33.64 percent below its 200-day moving average of EUR 0.1620, with the 14-day RSI sitting at 25.9 — a reading that technical analysts classify as strongly oversold. The shares remain 8.15 percent above their 52-week low of EUR 0.0994 from September 2025, but they are still 62.80 percent off the October high of EUR 0.2968. Market participants on Monday described a more selective environment for small-cap resource developers, where strategy alone no longer suffices and execution is what matters.

The Capital Stack Behind Nolans

The funding picture for the Nolans project, meanwhile, has never looked more complete. The company has assembled more than USD 1 billion in debt financing alongside USD 800–900 million in equity, with an additional USD 462 million in supplementary support. The package is backed by export credit agencies and governments from Australia, Canada, Korea, the EU — including Germany — and the US, with Hatch serving as EPCM contractor. Total funding requirements for Nolans stand at roughly USD 1.9 billion.

Arafura secured the bulk of its equity buffer through an institutional placement of AUD 350 million in early July, followed by a share purchase plan for existing shareholders that raised a further AUD 11.5 million. Two cornerstone equity commitments remain outstanding — one from the German Rohstofffonds, one from Export Finance Australia — with both expected to close during the current quarter. Debt negotiations continue in parallel.

A Leadership Transition Ahead of Construction

The company is also managing a change at the top of its finance function just as construction begins. Angela Bigg, who joined Arafura on July 13, officially assumes the role of chief financial officer on August 31. She succeeds Peter Sherrington, who remains on board until October 31 to oversee the handover during the initial mobilization phase. The full construction start at Nolans is scheduled for September, following the project’s designation on June 1 as the Northern Territory’s first “Significant Project” — a status intended to fast-track administrative processes as Arafura works toward becoming Australia’s first fully integrated ore-to-oxide rare earths producer.

Offtake Coverage and a 38-Year Mine Life

The project is designed for a 38-year mine life with ore grading 26 percent NdPr. Phase one will produce 4,400 tonnes of NdPr annually — enough, the company calculates, for 4.5 million electric vehicles — with a second expansion stage targeting 10,000 tonnes per year. Arafura has roughly 93 percent of its binding offtake target under contract, bolstered by two significant agreements: a term sheet with Traxys North America in May and one with an Indian industrial group in June, each covering 500 tonnes of neodymium-praseodymium oxide per year. Offtake partners span the US, India, Australia, Korea, and the EU, covering four of the five global manufacturing hubs for magnet materials.

Political Tailwinds and a Market That Isn’t Listening

The strategic case for Australian critical minerals received a prominent endorsement at the same Diggers & Dealers Mining Forum where Arafura presented. Joe Hockey, former Australian ambassador to the US, highlighted that a Virginia-class submarine requires around two tonnes of critical minerals and rare earths, and noted that Washington recognized its dependence on China four years ago, positioning Australia as a trusted supplier — including through a 2025 framework agreement with a project pipeline of USD 8.5 billion. This comes as nearly a third of global rare earths production now occurs outside China, with attention shifting toward heavy rare earths such as dysprosium and terbium.

CEO Darryl Cuzzubbo told the conference he expects “a significant revaluation” as construction risk diminishes, with the share price gradually converging on the project’s underlying value. So far, the market has not obliged. September’s construction start — and the finalization of those outstanding equity commitments from Germany and Australia — will determine whether the balance sheet’s strength can finally translate into share price stability, or whether the skepticism that has marked the past ten months persists even as the mine becomes reality.
